Legislation and proposals in Washington and several state capitals are seeking to regulate the online networks and “third-party entities” that support a small publisher's ability to draw income from advertising. The IAB wants to mobilize small publishers– to prevent politicians from passing bad laws that would hinder the growth of the Internet, and to help them build their businesses.
